
CUBA, October 21, 2016.- The Deputy Minister of Foreign Relations of Cuba Abelardo Moreno has addressed today, before representatives of the national and foreign press, the key elements of the draft resolution 70/5 that Cuba will present on Wednesday, October 26th at the UN General Assembly, entitled “Necessity of Ending the Economic, Commercial and Financial Blockade Imposed by the United States of America Against Cuba. ”
At the meeting, the Cuban deputy minister highlighted that the main objective of this document is implicit in the title itself: the need to end this obsolete policy which violates the international law. The denounce of the extraterritorial nature of the blockade is among the main issues, Moreno said. And he added that this measure not only affects Cuba; but also third countries and institutions, hindering the economic, commercial and financial relations among nations.
The purposes and principles of the United Nations Charter, which are violated by this unilateral policy are reiterated in the draft. In
addition, the principles of political equality of the States, the noninterference in the internal affairs and the freedom of trade, are
ratified. Likewise, the text refers to the increasing international rejection of this policy, and the successive statements by the
Community of Latin American and Caribbean States (ECLAC) and other international forums against the blockade, are mentioned.
The call to lift all extraterritorial measures and to fulfill the obligations to the purposes and principles of the United Nations is among the provisions proposed by Cuba. In this sense, the draft resolution urges the States that apply this kind of unilateral measure to take the necessary steps to repeal them, in clear reference to the United States.
The document welcomes the progress of the relations between Cuba and the United States established since December 17, 2014. Likewise, it recognizes the will, reiterated by President Obama, of working towards the elimination of the blockade, and it notes the measures taken, which are considered as positive, although limited. However, the blockade continues in force and it affects the Cuban population in general. For this reason, as long as the blockade exists, Cuba will continue to present the resolution against this policy to the United Nations, the Cuban deputy minister concluded.
